Youth Empowerment Program Coordinator
Job Summary:
The Youth Empowerment Program Coordinator is responsible for the comprehensive implementation and ongoing operation of the Basic Center Program, designed to empower and support at-risk and homeless youth. This role involves providing dynamic leadership, strategic coordination, and both clinical and administrative oversight to the program staff. The Coordinator will champion the Positive Youth Development approach, ensuring all program activities and staff interactions foster resilience, growth, and self-sufficiency.
Key responsibilities include meticulous monitoring of our host home program, including efficient utilization of bed days, and actively promoting program development within the Cuyahoga County community. This position demands flexibility, requiring availability for varying shifts, including evenings and weekends, and services delivered across diverse community settings.
A crucial aspect of this role is proactive community outreach, including street outreach, to connect with and support youth in need. The Coordinator will also provide consistent support and guidance to host home families, being readily available by phone and in person. The Youth Empowerment Program Coordinator will inspire and guide staff to consistently implement the Positive Youth Development framework, empowering youth to realize their full potential.

Essential Duties:
- Provide clinical coordination and leadership to the Basic Center Program and its staff. Provide supervision to assigned staff including, but not limited to, hiring, supervision, evaluation, disciplinary actions, and termination of employees.
- Coordinate and perform client assessments, including but not limited to, Psychiatric Diagnostic Evaluations, Individual Treatment Plans, and other program client assessments.
- Work collaboratively with the Agency’s Foster Care Department to identify and train foster families to be eligible host home placements.
- Ensure effective utilization of host home placements, including but not limited to, providing support during placement, monitoring the use of bed days according to grant requirements, preparing for family reunification, and linking to other services as needed.
- Coordinate and conduct data collection and case documentation, including the submission of data for required 6-month program reports.
- Ensure that all grant requirements are met, recorded, and submitted to UMTYS department leadership throughout the entire grant cycle.
- Work collaboratively with the Street Outreach Specialist and team to ensure continuity of care for homeless youth.
- Answer the RHY hotline phone during typical business hours and other times as assigned.
- Represent the Agency in the development or maintenance of relationships with other organizations, including community agencies, public agencies, and referral sources.
- Maintain high standards of ethical and professional conduct.
- Possess, employ, and train staff in, a practical understanding of:
- basic child, adolescent, and family development.
- issues that are relevant to homeless youth.
- interventions used in helping runaway and homeless youth.
- Contribute to the development and maintenance of the record through the timely completion of assigned documentation in accordance with applicable licensing and accreditation regulations and standards.
- Ability to qualify as an approved Agency driver.
- Own a cell phone to be used for on-call responsibilities.
Other Duties:
- Attend scheduled staff meetings, supervision, and on-going training that will provide the skills necessary to implement the program.
- All required trainings, certifications, and licensure must be kept current in accordance with applicable licensing and accreditation regulations and standards.
- Maintain high standards of ethical and professional conduct and adhere to Agency policies and procedures.
- Assure that program staff maintain high standards of ethical and professional conduct.
- Contact Director of Operations-RHY with any emergency situations (i.e., in need of clinical support, AWOL, safety concern for yourself or the well-being of a client or family member, a client threatening to harm themselves or others).
- Respect the privacy of clients and hold in confidence all information obtained during the client’s treatment. All client-related documents should be handled in accordance with Agency guidelines on confidential material.
- Other duties as assigned by management.
Qualifications:
- Bachelor’s degree in social work, psychology, counseling, or a related field (Master’s degree preferred).
- Minimum of three years of experience working with at-risk or homeless youth.
- Demonstrated leadership and supervisory experience.
- Strong understanding of the Positive Youth Development approach.
- Excellent communication, interpersonal, and organizational skills.
- Ability to work effectively in a fast-paced and dynamic environment.
- Valid driver’s license and reliable transportation.
- Ability to work flexible hours, including evenings and weekends.
- Knowledge of community resources and services in Cuyahoga County.
